On September 1, 1862, all men were ordered to help defend the city, which was under martial law, from possible attacks by Southern forces. African American men, however, were not given the opportunity to volunteer, but rather were rounded up by the police on September 2. Once assembled, they built fortifications near the border between Ohio and Kentucky. After three weeks, they were released from service. Many later served in the first African American regiments organized in the North, the 54th and 55th Massachusetts and 127th Ohio Volunteer Infantry.
